Landfill Gas Collection Expansion at Eastern Ontario Waste Handling Facility

Official title: GFL Environmental Inc. - Environmental Compliance Approval (waste)

Open Regulations & Permits Environment & Climate
GFL Environmental wants to expand its landfill gas collection system into two new sections of a large waste facility near North Stormont. The expansion would add vertical gas extraction wells to capture methane from future landfill cells. This is a routine permit amendment—the main landfill expansion was already approved in 2024.

Why This Matters

Live near North Stormont or along Laflèche Road? This landfill handles up to 4,000 tonnes of waste daily. Capturing landfill gas reduces odours and greenhouse gas emissions. The leachate management rules could also affect local groundwater quality.

What Could Change

If approved, GFL can install new gas extraction wells in stages 5 and 6 of the landfill. New leachate level limits would apply—keeping liquid waste under 1.5 metres above the clay base. This follows a recent Ontario Land Tribunal decision.

Key Issues

  • Should the landfill gas collection system be expanded into stages 5 and 6?
  • Are the proposed leachate level limits (1.5 metres above clay base) adequate to protect groundwater?
