How Should Canada Support Diverse Voices in Media and Culture?

Official title: Changing Narrative Fund

Closed Policy & Studies Justice & Rights Technology & Digital
The government asked how to spend $5 million to help Indigenous, racialized, and religious minority creators tell their own stories. The Changing Narratives Fund aims to break down barriers in journalism, arts, and culture. Nearly 500 people responded to an online questionnaire, and 67 stakeholders joined roundtable discussions.

Why This Matters

Ever notice how some communities rarely see themselves in Canadian media? This fund could change that. If you're a creator from an underrepresented background, this affects your opportunities. If you consume Canadian content, it shapes what stories you'll see.

What Could Change

A new $5 million fund launches in 2023-24 to support diverse creators. The program design will be shaped by consultation feedback. Indigenous, racialized, and religious minority journalists and artists could get new funding and tools to produce content.

Key Issues

  • How can the fund increase access for diverse communities in arts, culture, and media?
  • What tools and opportunities do diverse creators need to tell their own stories?
  • How can the fund help overcome systemic barriers in these sectors?

What Happened

Nearly 500 individuals responded to the online questionnaire. In roundtable discussions, 39 participants joined arts and culture sessions, 15 joined journalism and media sessions, and 13 participated in a combined session. The feedback will guide the design and implementation of the new program.
