What Should London's Priorities Be for 2023-2027?
Official title: Strategic Plan
Why This Matters
Live in London? This plan shapes everything from housing affordability to transit to climate action for the next four years. It decides where your tax dollars go. The city's budget will follow this roadmap.
What Could Change
The city will focus spending on eight priority areas: housing and homelessness, economic growth, mobility, climate action, safety, reconciliation, and women's safety. The 2024-2027 budget will allocate resources based on this plan. Implementation timelines and specific actions are being developed now.
Key Issues
- What should be the city's vision, mission, and values?
- Which strategic areas should the city prioritize?
- What outcomes and results should the city aim for?
- How should resources be allocated across priorities?

What Happened
The consultation gathered input from London residents across three phases from December 2022 to March 2023. Feedback informed the final Strategic Plan including a new vision, mission, values, and eight strategic areas of focus. Council approved the plan on April 25, 2023, and implementation planning is now underway with the 2024-2027 Multi-Year Budget.
