Should New Buildings in Waterloo Region Meet Higher Energy Standards?

Official title: High-Performance Development Standards

Open Community Planning Environment & Climate Housing & Communities
Waterloo Region wants to require new buildings to be more energy efficient. The High-Performance Development Standards would apply to all new development applications in Cambridge, Kitchener, Waterloo, and four surrounding townships. The goal? Cut greenhouse gas emissions 80% by 2050. Right now, the working group is pausing engagement while they monitor provincial legislation (Bills 17 and 60).

Why This Matters

Planning to build or buy a new home in Waterloo Region? These standards could affect what you pay and how much you spend on heating and cooling. Buildings are one of the biggest sources of emissions here. More efficient homes mean lower energy bills—but potentially higher upfront costs.

What Could Change

New development applications in seven municipalities would need to meet stricter energy efficiency requirements. This could include better insulation, more efficient heating systems, or EV-ready infrastructure. The standards would be embedded in the planning approvals process, making them mandatory for developers.

Key Issues

  • What energy efficiency standards should apply to new buildings?
  • How should the standards balance climate goals with development costs?
  • How will provincial legislation (Bills 17 and 60) affect local standards?
