How Should Winnipeg Manage Parking, Curbside Space, and Ridesharing?

Official title: Winnipeg Parking \u0026 Mobility Strategy

Closed Community Planning Housing & Communities Transportation
Winnipeg has adopted a five-year plan for managing parking, curbside space, and mobility services like taxis and ridesharing. The strategy aims to balance competing uses of street space, promote sustainable transportation, and improve parking services. Council approved the plan in November 2025 after public engagement that ran from 2019 to 2021.

Why This Matters

Drive downtown? Park on the street near your home? Use Uber or a taxi? This plan shapes how Winnipeg manages all of it. Where you can park, how much it costs, and whether rideshare vehicles get dedicated pickup zones—it's all on the table. Over 1,900 people already weighed in.

What Could Change

The city now has a five-year roadmap for parking and mobility. Paid parking areas could expand. Curbside space may be reallocated for bike lanes, patios, or rideshare pickup zones. New rules for taxis and carsharing services could follow. Implementation will require more public input on specific changes.

Key Issues

  • How should curbside space be balanced between parking, bike lanes, patios, and rideshare zones?
  • Should paid parking areas be expanded?
  • How can the city promote more sustainable transportation options?
  • How should mobility services like taxis, ridesharing, and carsharing be managed?

What Happened

Over 1,900 people participated in the online survey, with 150 posts on the online forum, 55 attendees at virtual business meetings, and over 5,000 visitors to the webpage. Feedback was collected between January 15 and February 19, 2021. The strategy was updated to reflect what was heard, new trends, City Council directions, and major City plans approved since then. On November 27, 2025, Council adopted the Winnipeg Parking & Mobility Strategy as the Winnipeg Parking Authority's five-year plan.
