London is rewriting its zoning by-law from scratch. The new rules will determine what can be built where—from housing types to business locations. Right now, the city is drafting zones for downtown, transit corridors, and neighbourhoods, with public consultation planned for early 2026.

What Could Change

The new by-law could allow more housing types in more areas—duplexes, triplexes, and apartments near transit stations without needing special approvals. Downtown and corridor zones are being designed for higher density. The city is also simplifying what uses are permitted, which could make it easier to open small businesses in residential areas.
