Calgary is creating a new master plan to guide how the city grows, builds, and moves over the coming decades. The City Building Program includes three major pieces: the Calgary Plan (the vision), a new Zoning Bylaw (the rules), and a Street Manual (how streets work). Five phases of engagement are complete, with a public hearing planned for 2026.

What Could Change
Calgary's zoning rules could be completely rewritten. That means changes to what can be built where—more housing types in some areas, different building heights, new rules for parking. The Street Manual will set standards for how roads, sidewalks, and bike lanes are designed. Council will vote on the Calgary Plan in 2026.
