Waterloo Region is tackling its worst homelessness crisis ever. The community co-created a roadmap called 'The Plan' to end chronic homelessness. The survey phase has closed, but you can still ask questions and follow progress as the region implements solutions.

What Could Change

The Region is implementing a multi-year strategy with new funding for housing supports and shelter services. A 'Roadmap to Functional Zero' funding strategy is guiding investments. Progress reports go to Regional Council regularly, with the latest update in October 2025.
